AndyB - Ban thread - When a ban is issued, a new thread is automatically created for staff members.

Features:

• Cron entry runs every 10 minutes and will create a Ban thread if a member has been banned.
• Bans made by staff will create a ban thread.
• Bans made by warning action will create a ban thread.
• All phrases start with banthread_ for your convenience.
