DevFuse - Topic Icons - Add topic icons to newly created topics.

Add topic icons to newly created topics. Set which forums and member groups can use them. And which forums require a topic icon.
Features:

1. Upload as many topics icons as you want through the admin.
2. Set which forums can use topics icons and which forums require a topic icon.
3. Set which forums can view and add topic icons.
4. Topic icons displays along side the topic in both the forum and topic views.
